  4.     The plan, said President-elect Frederik W. de Klerk, opens
  5. nothing less than "a new chapter" in South Africa's history.
  6. Passed last week by the ruling National Party, the outline calls
  7. for constitutional reforms to be introduced over the next five
  8. years that would provide limited voting rights to the country's
  9. disenfranchised black majority. The accord envisions a federal
  10. system composed of Swiss-style cantons, where suffrage in local
  11. elections would be universal.

  13.     But most of the new chapter sounded decidedly familiar.
  14. There was no talk of changing the body of law that lies at the
  15. heart of South Africa's apartheid. There was repeated mention
  16. of "group rights," a code phrase for continuing white control.
  17. The black Congress of South African Trade Unions dismissed the
  18. proposal as "old formulas." And despite the announced five-year
  19. deadline for reform, De Klerk, who is scheduled to take office
  20. in September, admitted, "I would not like to tie myself down to
  21. a timetable."
